If you consider this to be a problem, then I suggest campaigning tochange this practice, so that TZ is set by default. That is muchsimpler than trying to convince library developers to add a new API withhard-to-explain semantics, and then to convince application developersto use it. There should be no need to add a complicated API to workaround an operational problem that is easily addressed by configuringsystems correctly in the first place.
