Based on "git log localedata/charmaps", they seem to have existed for
a long time, extending into pre-history (the first commit in the log
is f5f52655, 1997-03-05). localedata/README from back then says:

That collection still seems to exist, password-protected. The history
since then in the glibc repo includes lots of seemingly manual fixes,
though.
