Please feel free to push gerrit changeset IDs.
So far I have no objections to using gerrit in glibc.
We have some work items to make it flow well for Joseph, but I don't see
any fundamental blockers that would prevent a part of the community from using
gerrit.
I expect that when we transition sourceware to CentOS 8 we'll be able to setup
a local gerrit that can commit locally, *and* can support pushing directly,
and so support both workflows.
