The point at which we stop writing ChangeLogs should be exactly the point
at which the ChangeLog file is renamed to ChangeLog.old/ChangeLog.19. The
documented process for generating a ChangeLog for a release before tagging
will need to include the appropriate way to identify the range of commits
to include in the generated ChangeLog.
