[PATCH] misc: New test misc/tst-gethostid


The empty /etc/hosts file used to trigger bug 23679.

	* misc/tst-gethostid.c: New file.
	* misc/Makefile [$(build-shared)] (tests): Add tst-gethostid.
	(tst-gethostid): Link with -ldl.
