retire nptl{,_db}/ChangeLog?

With the main ChangeLog now getting changes for sysdeps/.../nptl/ files,
it is getting even more confusing to have a separate nptl/ChangeLog file.
I think we should retire the separate ChangeLog files in nptl and nptl_db
now. While nptl is still technically an add-on (and it would take a bit
of work to make it no longer be one), it's not at all isolated in reality
these days. The other standalone ChangeLog files in libidn/ and
localedata/ still make more sense.
I'm guessing there won't be objections since most ChangeLog discussions
have lots of people saying we should get rid of all ChangeLog files
(which still is not going to happen, and just don't start again!).
