To reiterate: I support #3.
It is my opinion that IBM as the port maintainer gets to make this
decision based on the experience they have with their users, POWER
users in general, and ecosystem partners.
It is also my opinion that building against an unreleased ABI
is not an argument against this change.
I've provided a workaround via [1] that should take away some
of the tedious manual boostrap required for #3. You still need
to rebuild all packages, as this is an ABI break.
I definitely do not support #1 and disagree with or at least don't
understand Roland's desire to force users to upgrade to the latest
glibc (or improve the infrastructure for backporting new ABIs...
which I think is never a good generic solution).
