Fix catan, catanh missing underflows (bug 15406)

- Subject: Fix catan, catanh missing underflows (bug 15406)
Bug 15406 is missing underflow exceptions from catan and catanh when
the tiny result comes from an exact multiplication. This patch fixes
the missing exceptions in the same way as other functions with such
issues.
(For the part of the result coming from atan2, the bug is latent at
present in that any case where an exception is missing from the
multiplication, one will have occurred from an earlier squaring -
computing r2 = __real__ x * __real__ x in catan. But in general the
squaring in catan can generate spurious underflow (and overflow)
exceptions and so needs to be arranged differently in cases where it
might cause exceptions, so it seems to make sense to ensure now that
exceptions are forced where appropriate for both real and imaginary
parts of the result, given that this forcing will be needed for both
parts after other fixes.)
Tested x86_64 and x86; no ulps changes needed.
