Interestingly, this is not a supported locale in glibc.

I know I have been asked for it multiple times in Arch Linux and my
/usr/share/locale/eo/LC_MESSAGES/ directory appears quite full...
I'm fine with adding the Esperanto locale. There was also some bug
report discussing artificial languages recently.
Feel free to reopen, review - and fix if needed - the locale and send it
for review here with some rationale.
