Sharing of bits/fcntl.h on Linux (SPARC, x86)

- Subject: Sharing of bits/fcntl.h on Linux (SPARC, x86)
Here's a revised patch for a shared bits/fcntl.h on Linux with the
common file and the changes for SPARC and x86. I've tested on x86-64
and x86 but not on SPARC.
Compared to the previous patch, I've fixed a couple of typos and
changed the file names so that bits/fcntl.h stays as is and includes
the generic bits/fcntl-linux.h. Thus every architecture can define
remove all "duplicates" from bits/fcntl.h and include
<bits/fcntl-linux.h>.
I've pushed a personal git branch called aj/shared-linux-fcntl with my
changes. The diffstat shows nicely the savings,

generic values for Linux.
* sysdeps/unix/sysv/linux/x86/bits/fcntl.h: Remove all definitions
and declarations that are provided by <bits/fcntl-linux.h> and
include <bits/fcntl-linux.h>.
* sysdeps/unix/sysv/linux/sparc/bits/fcntl.h: Likewise.
