See Roland's discussion of the bootstrap procedure at
<http://sourceware.org/ml/libc-alpha/2012-03/msg00960.html>. I do intend
to look at the question of why libgcc_s.so is needed to build glibc and
whether the dependency of building glibc on any part of libgcc that needs
system headers can be removed, but probably not until late April.
