The copyright holder, in this case the FSF, has the right to distribute?
I assume you are saying the license doesn't matter because you don't
believe the tests have value outside of glibc?

My feeling is that these tests have value and therefore should be
licensed accordingly.
I agree that a GPL >= 2 header is good.
Does anyone else have any comments?
