Re: Fix Makefile for FDL version fix

And another problem: @value in @include doesn't work with texinfo.tex 
predating some fixes I made to texinfo.tex in 2008, and glibc's 
texinfo.tex was version 2007-09-03.05.  I've updated it to the current 
upstream version, 2012-01-19.16 (minus trailing whitespace), after doing 
spot-checks on libc.pdf to make sure it looks OK with the new version.  
This allows "make pdf" to work again.
