Fixes for 2.15.1

I've filed three backport bugs (13731, 13732, 13733) for changes I think
will be appropriate for backporting to 2.15 branch.
I'm not sure about the appropriateness of some other changes for
backporting:

Use <> for include of kernel-features.h.
(for the second one of these, if the test failure appears with 2.15 then
the patch should be backported).
Also, I didn't look at whether any Hurd changes should be backported;
didn't look at whether any documentation changes should be backported;
didn't look at what might be backport-appropriate in the ports repository;
and didn't look at the question of backporting libc changes needed for the
Tile ports. Ryan suggested backporting stdc-predef.h because he wanted it
for libdfp use, although that change would probably be outside the normal
scope of backporting (it's not a bug fix).
Of course some people may have suggestions for other changes that should
go on 2.15 branch.
