OK, this is the version I'll commit subject to testing, that makes each
copy of bits/eventfd.h internally consistent in the number of digits used
without actually making the values line up.
David, as noted in the original patch submission you'll want to add
EFD_SEMAPHORE to the SPARC version unless it was deliberately missing when
SPARC had its own sys/eventfd.h.
