just another RNG

Greetings. I've written a RNG and thought I could contribute it to glibc. There is a test suite
included. To my observations it is fast, small and good. I compiled the test suite on a pM laptop
with ubuntu 5.10. I would greatly appreciate any comments/suggestions.
