There has never been an external target `install-lib' documented anywhere
that you could use it for anything in particular, that I recall. It's an
implementation detail. If you want to run `make install-lib', it does what
it does. If you want an install target that does something in particular,
make the case for why you need one, and provide a clean patch to implement it.
