Regarding the grouping change, our gnucash translator found that when he
typed "1200" into the application, it showed "12.00,00", which is wrong.
In Catalan, as in Spanish, numbers are grouped every thousand.

Section 2.20.2 of the Catalan Style guide is an example that I've been
able to find on the Internet.

As for the frac_digits changes, well, the Euro is divided into 100
cents. In Spain at least we represent one and a half euro as "1.50". I'm
pretty sure it's like this in any other Euro country, anyway. For
