zoneinfo build bug

This applies to (at least) 2.3.2
Configure with --host=... and the resulting zoneinfo directory is empty
apart from iso3166.tab and zone.tab.
It seems any use of --host, even (for instance) --host=i686-pc-linux-gnu
on an i686 machine causes this problem.
Is this easily fixed, or is there a way I can regenerate the zoneinfo
directory?
