Yes. Half a day for the conversion table, and one day for the converter.

This encoding is halfway between the glyph encodings and the character
encodings: on one hand, it has dozens of glyphs, on the other hand, it
has combining characters, so that a good renderer will need to choose
ligatures anyway.
It's probably only useful a) as an encoding for terminal emulators
where the choice of the ligatures for rendering is optional, b) as an
intermediate representation inside a renderer, after vowel reordering
and before choosing ligatures.
