Yes.  People use

	ja_JP.eucJP
	ja_JP.EUC-JP
	ja_JP.EUCJP

etc.

Because the user asked for it.

It should not be.  localedef should never be used with a complete
output path except for testing and by the user to create private
locales.

Then they have to add more aliases or do a similar normalization.
