[Bug default/25128] abidiff is incorrectly comparing the size for declaration-only types with --leaf-changes-only

This issue seems the be same as the one you reported in the comment of the bug
#25095 at https://sourceware.org/bugzilla/show_bug.cgi?id=25095#c4.

I have provided a patch for it in the PR25095 branch.  That patch is
https://sourceware.org/git/gitweb.cgi?p=libabigail.git;a=commit;h=362dab34d53b9d775eea8010e772ed40392bdeb8.

To test it, you need the entire branch PR25095 as it contains several patches
that are required for that specific one to function.
