Happily, it looks like these instructions may no longer be necessary. If
you grab a recent version of CVS head (or a snapshot), you should be
able to use it as-is.

What version of insight are you trying to build? I believe that the two
files you're looking for are src/itcl/iwidgets/iwidgets.tcl and
src/itcl/iwidgets/pkgIndex.tcl, both of which are in the repository.
Perhaps you got bitten by this?
