REPLs

Probably I'm missing something huge here, but I'd appreciate it if
someone could explain why there is so much discussion about REPLs (in
the context of the namespace/module system).

Surely a REPL is no different from any other piece of application
code that just happens to do some I/O with the user?

So why is "the REPL" a special case?
