Startup time in guile-1.3 (II)

I compared the startup time (on my Sparc Ultra) between a snapshot
from 980721 and the 1.3 release:

970718	 1.48 s
980721   1.04 s
1.3	 4.68 s

That is, 1.3 is three times slower than 970718 and 4.5 times slower
than 980721.

So, we have to look for a change between July 21 and now.

(Generally, I think it is a good idea to do benchmarks before and
 after changes everytime you change something which is time critical.)
