I noticed the same thing and did the same experiment you suggest. The
problem is that, on CYGWIN systems, the file text.exp.1.tmp, produced
via the cat command, somehow acquires carriage returns as well as
newlines. The file test.obs.1.tmp has only newlines and, consequently,
cmp declares them different.
