ia64 uses it's own code for sysconf(_SC_CPUTIME) or
sysconf(_SC_THREAD_CPUTIME), with hardcoded 200112L value. While this was
correct before, it is not anymore since _POSIX_VERSION has been upgraded to
200809L.
