Subject: [RFA 0/3] C++-ify gdb_bfd

This C++-ifies gdb_bfd a bit more, changing gdb_bfd_data to be
allocated via "new", and then removing a use of VEC in favor of
std::vector.

Regression tested by the buildbot.
