handle_qxfer_libraries is never called for qXfer:libraries-svr4:read,
as handle_qxfer does a strcmp on object name, not strncmp. Remove
this misleading bit.

* server.c (handle_qxfer_libraries): Don't bail early if
the_target->qxfer_libraries_svr4 is not NULL.
