[commit] Test adjustments for Symbian OS

- Subject: [commit] Test adjustments for Symbian OS
Three obvious changes:
- This is the first remote target with args support but no
watchpoint support, so commands.exp was not prepared.
- float.exp should allow ARM targets without an FPU, since the XML
descriptions support this.
- The Symbian linker directs calls to global symbols through PLT
entries even within a single executable.
Tested arm-symbianelf and x86_64-linux, checked in.
