I did a little research on this. Back in 1999 there was a discussion
about the differences:

I couldn't find whether this had eventually been changed or not.

I looked at the Emacs code too. I'm pretty reluctant to bring it all
in, given that I don't have a Windows test environment set up. I'm
leaning towards simply omitting this feature from the Windows port and
hoping that someone with more Windows experience will fill in the
missing code.
