FWIW, I disagree. If the code is functional, and the contributor is
willing to commit to cleaning up rough edges over the short-term
future, it should be allowed to go in.

I'm not too surprised -- being parked on a separate branch is perhaps
a bit like being placed into a penalty box (if you pardon the hockey
analogy).
