Hmm... This isn't right, the CVS reporitory should IMHO reproduce the
contents of the distribution tarball.
Andrew, Stan, can you comment on this?

Nevertheless, that's exactly what GNU packages do. I just looked into
a few of them, and I see the same rule there, reproduced below (this
one is from Make distro):
