Well, I did the "ecos-2.0.cygwin.tar.bz2" and the
"ecoscentric-gnutools-arm-elf-1.4-2.cygwin.tar.bz2" downloads but how can I
install them?

if you download the install script, you will see that it fetches a
file containing a list of mirrors. If you have problems with your
firewall you can download the file manually:
http://sources.redhat.com/ecos/ecos-install.db.
I've had problems on Cygwin with proxy settings: it seemed like the
http_proxy settings got lost while running the install script (?).
What I did is I downloaded the files on a local webserver and added
this webserver to the list of mirrors in ecos-install.db. This way I
could use the install script (using the the -m option in order to
specify the database URL)
