Delete Section 8 from the DWARF 2.1 spec.
RATIONALE
---------
Section 8, FUTURE DIRECTIONS, refers to a draft spec for a set of interfaces
for reading DWARF information. So far as I know, nothing ever came of this --
I have never seen the mentioned spec and I'm not even sure that it can still
be found. In any case, it is not relevant to DWARF 2.1.
