I don't understand.
Suppose I sign up for a public email list and then archive all its
conversations on my machine. Then, every week, I send a zipped up
version of all those emails to some other group of people, what is the
violation?

Do you know the policies he has put in place? I don't know how having a
public email list will provide less spam.
