Yes, that's the reason probably. Unfortunately HTML Help format is vastly undocumented and a lot of parameters that are supplied to HTML Help compiler were reverse engineered. But we must live with HTML Help as other help format for Windows is far away -- MS Help 2 can be used only with development tools like Visual Studio .NET and Longhorn with it's new XML based help system is planned for the end of 2006 AFAIK.
