When the stylesheet processes a continuation="continues" attribute on an
orderedlist, it does not keep track of any nesting of list levels.  It just
takes the immediately preceding orderedlist as its reference point.  In your
case, the immediately preceding ordered list is your nested list (a,b), so
the first number of the new list is 3.

If you wanted to customize its behavior, you would need to look at the list
numbering templates in common/common.xsl, such as
'orderedlist-starting-number'.  You would have to alter the way the
preceding list is selected to meet your criteria.

Your list is well suited to the natural structure of a single nested
orderedlist, it seems. If it is a formatting problem, perhaps a table with
list restarts is not the right solution.
