Try the following:
<xsl:attribute-set name="root.properties">
<xsl:attribute
name="line-height-shift-adjustment">disregard-shifts</xsl:attribute>
</xsl:attribute-set>
This will add the property to <fo:root/>, which may allow it to be inherited
by all the formatting objects in the document.
