The basic problem is that FOP doesn't implement
keep-with-next except in tables. That feature is still
labeled as 'broken' on the FOP Features webpage. There is
a workaround published for figure and table titles in:
http://sources.redhat.com/ml/docbook-apps/2002-q3/msg00215.html
I don't know of anyone who has succeeded in something like
it for section titles, though.
