Just another update, on the 3.1 installation, I renamed the mkpasswd.exe file and copied the mkpasswd.exe from the 1.7.31 installation and the command executes in less than a second as seen below. There seems to be something with the mkpasswd.exe on the 3.1 installation that is causing the latency.

Running cygserver did not improve the response time. While the service was running, it actually slowed the process down around 15 seconds. Any other ideas?

You're aware that you don't actually need /etc/passwd, right?
