Thanks for the link! After a bit of playing, I found my sources tarball!
Based upon the rsync-3.0.4-1.cygwin.patch, it doesn't look like any
sources needed to be changed, so I can troubleshoot with the sources
straight from git. But I just discovered this version is 10 years old!
