To see what xargs is objecting to rerun cygport with --debug option showing:

caused by pstoedit/pstoedit-3.70-2.x86_64/src/pstoedit-3.70/configure.ac

21:dnl libtoolize: Consider adding `AC_CONFIG_MACRO_DIR([m4])' to
configure.ac and
22-dnl libtoolize: rerunning libtoolize, to keep the correct libtool macros
in-tree.
23-dnl libtoolize: Consider adding `-I m4' to ACLOCAL_AMFLAGS in Makefile.am.
as autotools.cygclass is ignoring only comments starting "#" and not m4
lines with "dnl", which are normally used to discard line terminators after
defines, but are sometimes followed by "comments".
