[ANNOUNCEMENT] Updated: lzip-1.17.1 and lziprecover-1.17-1

Version 1.17-1 of lzip and lziprecover has been uploaded for both 32bit
and 64bit Cygwin.

lzip is an alternative to the bzip2 compressor. lziprecover is
responsible for fixing corrupted lzip compressed files.
