Now released for both 32bit and 64bit Cygwin:

w32api-headers-4.0.4-1
w32api-runtime-4.0.4-1

Based on mingw-w64-v4.0.4.

Main changes include fixes to the tchar.h header so it can be used with
Cygwin applications.

Note: 4.0.3 was never released due to a bug in headers installation
routine. As of writing, SF developer service has yet to fully recover,
so there won't be any v4.0.4 tarballs on SF yet.
