Version 1.3.21-1 of

have been uploaded for cygwin

CYGWIN CHANGES
Due to ABI bump of C++ interface the previous
   libGraphicsMagick3

has been splitted in 3:
   libGraphicsMagick3
   libGraphicsMagick++11
   libGraphicsMagickWand2

and to avoid the break of other packages
   libGraphicsMagick++3 version 1.3.20-3

has been also added.
