I'll add my report to this.

Installing vim 7.3.447-1 from Cygwin setup.exe in CYGWIN_NT-6.1-WOW64
1.7.11(0.260/5/3) 2012-02-24 14:05.

Installation hangs at
/etc/postinstall/texlive-collection-fontsrecommended.sh.

One perl.exe process running that was started by by the installation
C:\Documents\Programs\cygwin\bin\perl.exe /usr/bin/updmap --nohash --nomkmap
--enable Map=qtm.map, started 5 hours and 8 minutes ago (07:23:30
2012-03-28)
Its open file handles are for example
File, C:\Documents\Programs\cygwin\var\log\setup.log.postinstallXa01504,
0x1c, Inherit, RW-,
