The GNU libiconv package provides an iconv() implementation, for use on
systems which don't have one, or whose implementation cannot convert
from/to Unicode.

o Update to latest upstream release.
o Link against gettext-0.18.1.1.
o Compiled using gcc4, resulting in a new dependency on libgcc1.

To update your installation, click on the "Install Cygwin now" link
on the http://cygwin.com/ web page. This downloads setup.exe to
your system. Then, run setup and answer all of the questions.
