Check the contents of .deps/foo.Plo ; it should be a correct makefile
fragment. Look for extraneous colons.
Check the command that produced .deps/foo.Plo ; check that the
filename is not in Win32 format.
By "mingw 64 tools" do you mean stuff from
http://mingw-w64.sourceforge.net/ ? Mixing those with Cygwin tools
might be problematic.
