cron not working on 64 bit Server2008


I am configuring a set of servers of which most are running Server2003, but two are running Server2008 (64 bit).  Cron works fine on all of the Server2003 servers.  But the two Server2008 servers display this error in ~/cron.log:

      2 [main] cron 2800 C:\cygwin\usr\sbin\cron.exe: *** fatal error - unable to load C:\Windows\system32\user32.dll, Win32 error 1114

I am using method #2 from http://cygwin.com/cygwin-ug-net/ntsec.html#ntsec-setuid-overview on all of the servers.  I have run cyglsa-config on all of the servers and rebooted.  As a side question, what is the best, easiest, most definitive way to determine if cyglsa.dll is installed and being used?

I believe that this problem is similar or identical to the probem described in http://cygwin.com/ml/cygwin/2011-05/msg00003.html .  But that thread seems to have died.

What else can I do to diagnose this issue?
